If any window has broken glass, this should be marked as a major condition concern, unless it's a double-paned window and only the outer pane has broken glass (but the inner pane appears okay), then you would mark a minor condition, as the integrity of the inner pane is not compromised. Also along that same line, if the window only has a very small insignificant crack in one of the corners, so as to not weaken the integrity of the entire window, then only a minor condition can be marked.

Boarded-up windows are always a major unless they are painted and/or sealed to protect from exposure - there needs to be a tight seal with the frame to provide a barrier from weather and to prevent unwanted access to the dwelling. This includes windows that are boarded-up around window AC units.

If a window has significant peeling paint or dry rot on the trim, a major condition should be marked, but if the issue is only slight, a minor condition should be marked.
